Well, I'm not big on the GW market, but I'll give it a stab...

Not max damage - not a big deal to some, but is seems that everyone insists on having max damage (even using a max weapon that's inferior to another, which is stupid). The fact that it's not reduces its price considerably.

The damage bonus is on the wrong side of 50 - not really the "wrong" side, but in the eyes of most it is worth considerably less than the "while > 50" counterpart.

I don't see the % chance for an attribute +1 modifiers to be anything special - don't know how others see this, but I would never buy a separate upgrade piece that does this and would overwrite them with more useful upgrades. (all IMHO)

Icy damage - adds a bit of worth to it

750g (take this opinion with a very large grain of salt)

You'd have trouble finding someone to buy this for 750g. Personally I'd say its merchant bounty. Save selling to people for exceptional items. As I've come to realize, looking for buyers for non-exceptional items is just not worth the time as since this is definately worth under 1000 gold, I can make that amount of gold in less than 15 minutes.
